The National Human Rights Commission (NHRC) has issued notice to the Secretary, Union Defence Ministry on a complaint petition filed by a woman resident of Bishnupur district's Khoijuman who was a victim of firing by 32 Rashtriya Rifles personnel in March 1999.The country's apex rights panel issued the notice on October 15 and made it returnable within four weeks, said a source in the Manipur Human Rights Commission.
Thiyam Mangileima Devi, wife of Th Tombi of Khoijuman Mamang Leikai, who was later declared a disabled person due to the injury had sought compensation in her petition.
She said in the petition that the 32 RR personnel under the command of Maj D Sherin came to her village to apprehend a college student.
The complainant who was the secretary of a local meira paibi club approached the army personnel to seek arrest memo, the petition said.
However, instead of responding to her plea, the army officer ordered his men to fire and she was injured in it.
She added that she was rushed to Bishnupur District Hospital and later referred to RIMS.
As her condition was grievous, she was later referred to Delhi's Safdarjung Hospital where she was declared handicapped with 25 percent disability.
Stating that she incurred a total amount of Rs 1 lakh in treatment, Mangileima contended that so far no financial assistance has been given either from the army authorities or the State Government.
The complainant prayed for paying adequate compensation to her to enable her start a means of earning afresh as a handicapped person.
She also prayed for action against the army officer concerned.
MHRC notice: The Manipur Human Rights Commission (MHRC) has today issued notice to the State DGP seeking his report within 24 hours on the picking up of a Mayai Lambi College Student by personnel of the 12 Assam Rifles at 9.30 this morning.
The notice followed a complaint petition filed by Achom Romi, father of the student identified as Achom Ajit Singh.
